S.T.O.P. PROPOSAL

S.T.O.P. proposes abolishment of all property taxes—school, county and municipal--on all homesteads only! A homestead is a citizen’s owned-occupied, primary residence.

ONE POSSIBLE TAX INCREASE SCENARIO:
1% INCREASE IN SALES TAX= $ 1.2 BILLION
1 AND 1/2 % INCREASE IN STATE INCOME TAX = $ 3.9 BILLION

OTHER POSSIBILE SOURCES OF REVENUE—IF NEEDED-- TO FILL THE GAP:

AN INCREASE IN THE LOCAL OR STATE REAL ESTATE TRANSFER TAX. OR INCREASES ON THOSE TOBACCO PRODUCTS NOT INCREASED IN THE RECENT CIGARETTE TAX INCREASE—SUCH AS CIGARS, SNUFF, CHEWING TOBACCO AND PIPE TOBACCO. THESE ARE JUST SUGGESTIONS.

We are NOT proposing abolishment of commercial and industrial property taxes.

We are proposing abolishing ALL property taxes on the primary residence, the owned and occupied homestead. The S.T.O.P. proposal is simple, easily understood, and can work. It can have a tremendous positive impact on reversing the population stagnation and out-migration of our citizens, young and old. It will increase home ownership opportunities— especially for our minority, lower income and other under-represented groups.

It will greatly improve our state’s image to potential residents, and business owners reluctant to move into a declining market.

Enactment of this proposal will have a positive impact on these businesses: Real estate; law, home mortgages, home building, home remodeling, home furnishing, advertising and many others. And, it will stop the horrid practice of governments & school boards raising property taxes until seniors and lower income folks can no longer afford to pay them, and then confiscating their homes through Sheriff’s Sales.
