Bravo! As the lone legislative voice who was willing to risk revealing the truth about Act 72 from the time of its inception last July, I am delighted by the increasing grassroots realization that Act 72 is NOT genuine property tax relief but, sadly, stands to be the death of property tax relief for at least the duration of this administration.
No one has summed up key issues as well as you just did, my friend.
You might add a couple of questions:
Why will commuters to Philadelphia be exempt from the increase in their local school income tax when everyone else in Pennsylvania will face this higher tax under Act 72?
Why will the rest of Pennsylvania pay for this innoculation of Philadelphia commuters from Act 72 local school income tax increases? Those southeastern school districts will bill the slots fund for the amount they would have received if the Philadelphia commuters had actually been liable for the local tax increase. This payment from the slots fund will reduce the amount distributed throughout PA for property taxes relief. The adminisration has not presented any bona fide estimate of how much this will cost with full implementation of Act 72. My back of the envelope estimate is that 40% to 50% of all slots funds could wind up in that handful of southeastern counties. Another key aspect of the pig in a poke nature of the Act 72.
