The S.T.O.P. legislation SB 717-718 being re-introduced by Senator Sean Logan, and HB 1946-1947 being introduced by Rep. Marc Gergely DOES NOT tax all food or clothing. Make sure everyone you know understands that.
Our S.T.O.P. legislation DOES NOT broaden the sales tax to include all food, all clothing, shoes, insurance, attorney’s fees, utility bills, and most everything else. The Commonwealth Caucus Plan DOES BROADEN THE SALES TAX TO INCLUDE JUST ABOUT EVERYTHING.
As you know, the Republicans control the Senate and the House. In the Pennsylvania House of Representatives, we understand, the Republican leadership—which will NOT even permit hearings on our more sensible STOP bills—are planning to have the Commonwealth Caucus bill considered in October. This plan exempts businesses and industries from paying any school taxes…and shifts that burden entirely to the citizens.
How? The schools would be funded by broadened sales taxes. YOU CANNOT deduct one penny of the additional sales taxes that you would pay. Businesses and industries CAN deduct ALL of the additional sales taxes they pay as a business expense. So YOU are left paying all the school taxes, while the businesses and industries pay NOTHING.
We urge YOU and everyone you know to contact their PA Representatives and urge them TO VOTE NO ON THE COMMONWEALTH CAUCUS PLAN TO BROADEN THE SALES TAX TO INCLUDE ALL FOOD, ALL CLOTHING, ALL SHOES, UTILITY BILLS, ETC.
WE WILL ATTEMPT TO AMEND THEIR BILL WITH OUR HOUSE BILLS 1946-1947. URGE YOUR STATE REPRESENTATIVE TO SUPPORT THE STOP HOUSE BILLS 1946-1947 AND GIVE YOU AND ALL THE CITIZENS OF PENNSYLVANIA THE RIGHT TO VOTE ON OUR CONSTITUTIONAL AMENDMENT TO ABOLISH ALL PROPERTY TAXES ON PRIMARY RESIDENCES (Homesteads and Farmsteads.)
THE S.T.O.P. Primary Residence Protection Legislation SB 717-718 and HB 1946 and 1947 is the only true property tax reform. Don’t settle for anything less than total abolishment of all property taxes and total abolishment of all assessments and reassessments on your primary residence.

- Sounds like we citizens are going to get caught in the middle of the ongoing saga which will never be resolved.
Both major parties have been promising various forms of tax relief for as long as I have lived in Western PA (which is over 20 years now). Neither party has lived up to the promise; quite the contrary my tax burden (sales, property, income, entertainment, gas, parking, property transfer, occupational) have all increased.
After all the dust settles each side points the finger at the other side claiming it was the failure of the opposition.
The concept of reducing the size of government, finding ways of spending less and reducing the tax burden never truly get reviewed in this commonwealth. It is a game of tax shifting, blaming the other guy and continually raising our burden.
Ultimately WE (you and I) are to blame.The voting public continues to vote for "our guy" because "our guy" is ok he/she fights for our region and brings pork to us. The "pork" is coming out of some poor saps pocket from "the other district". Pause for a moment to realize the guy from the other district has his/her hand in your pocket in order to deliver the goods to his crowd.
What it boils down to is that we have the largest, highest paid legislature in the USA. The districts are drawn up in such a way that very few seats are contested. We have large numbers of people fleeing PA, poor infrastructure, poor education system, bottom of the barrel economic growth and increasing tax burden.
People are voting with their feet, and if the trend continues, We will end up with as many electoral votes as Wyoming. - James Valenzano says :
