117,141 REASONS TO SERIOUSLY CONSIDER THE STOP PRIMARY RESIDENCE PROTECTION PLAN

There are 117,141 reasons why Governor Ed Rendell and Pennsylvania legislators should cease ignoring the STOP Primary Residence Protection Plan. That number is the amazing total of signatures STOP volunteers have collected on paper petitions from all across Pennsylvania.

The petitions have been displayed at the Capitol Rotunda in Harrisburg, the Allegheny County Courthouse and at public hearings or meetings from the Poconos in the east to Cranberry Township and Springdale in the west. And on TV and cable news channels.

According to state legislators, the general rule of thumb is: for every signature or letter they receive, they assume there are ten more supporters. That means these 117,141 signatures represent nearly 1.2 million Pennsylvania citizens. These citizens do NOT want just a $25 per month (average) school property tax reduction (Act 72) that can easily be offset by a reassessment, or raises in the municipal, county, and school taxes. These citizens do NOT want school taxes temporarily abolished (Commonwealth Caucus Plan) leaving a vacuum that could easily and quickly be filled by raises in county and municipal property taxes or reassessments; and contains no guarantee that a future legislature couldn't reinstate the school property tax.

The petition these 117,141 citizens signed demands the total abolishment of all property taxes on primary residences (homesteads\farmsteads). The STOP legislation is the only legislation being discussed in the state capital that fulfills that demand. It is the only legislation that includes a constitutional amendment that would abolish all property taxes on primary residences; and provides protection that the property taxes could never be reinstated without another constitutional amendment and a vote by the people.

If Governor Rendell is a governor concerned with the wishes of the people; and if our legislators care what the people think and want; then the STOP legislation will be given the attention it deserves. Give the people the right to vote on the STOP legislation amendment. Is that asking too much?

Governor and legislators: Do you trust the people enough to permit them to make a decision for themselves via a referendum on this vital issue? Pass the emergency constitutional amendment in the STOP legislation now, and the referendum can be on the ballot in the Spring Primary, 2006. Let the people decide yes or no whether they favor total abolishment of all property taxes on primary residences (homesteads\farmsteads.)

I became aware of S.T.O.P. and www.grandoldusa.com during November 2005. Yes, I represent the Ordinary Joe. One conclusion can be made. Voters that support the S.T.O.P. program will not vote to re-elect Governor Rendell. The S.T.O.P. petition has been signed by 100,000 people. The focus needs to be one million signatures. Complete abolishment of the property tax will occur once the voter is educated. I will start by delivering 50 leaflets that focus the voter on visiting www.grandoldusa.com.
